Multi-Agency Civil Emergency Exercise – Buildings and Car Park Closures – Thursday 10 July

posted by Olivia Warbey | 10/06/2025
On Thursday 10 July, a multi-agency exercise led by Lincolnshire Police will take place at the University’s Brayford Pool Campus to test the preparedness of public sector agencies in responding to a civil emergency.
This exercise is part of a general training programme and is not in response to any specific intelligence.
As a result, there will be building access changes and parking restrictions on Thursday 10 July. Staff and students are advised to work or study from an alternative location where possible.
The exercise area includes the perimeter of the Engine Shed, Lincoln Arts Centre, Siemens Car Park (including the adjoining grassed area), and the Library. Fencing will be erected in this area on Wednesday 9 July, and access will be restricted to authorised personnel only from 7:30am on Thursday 10 July. The exercise will conclude by 5:00pm, after which normal access to buildings and car parks will resume.
Building Access Changes and Closures – Thursday 10 July

– University Library – Closed to students. Library staff and exercise personnel may access via the rear door. Library services will be available at the Ross Library from 8:30am to 5:00pm. The University Library will reopen after 5:00pm.

– Engine Shed – No access except for exercise personnel.

– Towers – Closed all day.

– Lincoln Arts Centre – No access except for exercise personnel.

– Area adjacent to Engine Shed / Library – Fenced off from 7:30am.

– Isaac Newton Building (INB) – The Atrium will be used by exercise participants from 7:30am to 5:00pm. College/School staff are asked to use the doors near the gravel car park instead of the main entrance. In the event of a fire alarm, staff should muster on the grass area in front of the INB as a temporary measure. The INB catering outlet will be unavailable; Minerva catering facilities will remain open as usual.

Colleagues are asked to check that their access cards allow entry through alternative building entrances in advance. If not, please raise a job on Planon via the link here.
All other buildings will be open as usual.
Car Parks – Thursday 10 July

– Main Boulevard Car Park – Open with restricted availability (Siemens staff parking will be reallocated here).

– Gravel Car Park and Siemens Car Park – Unavailable all day.

– Joseph Banks Laboratories Car Park – Staff parking will be restricted to allow emergency vehicle access.

Student wellbeing and support services will be open as usual and available on-site for student volunteers during the exercise. Wellbeing facilities will also be available for staff participating in the exercise.
If staff or students have any questions, please email internalcommunications@lincoln.ac.uk.
